Roofing permits in Clark County and the Las Vegas valley
Why the answer depends on your roof material and your exact address.
Two things make this more complicated in the Las Vegas valley than people expect. The first is that whether you need a permit depends partly on what your roof is made of. The second is that the valley is a patchwork of incorporated cities and unincorporated county townships, so the department covering your address may not be the one you assume.
This guide covers both. Treat it as orientation, not as a ruling: confirm with the department that actually serves your address, because these rules change and we are not the permitting authority.
The rule that surprises people
- Clark County exempts replacement of roof covering from a building permit only when the covering is not tile, no structural components are repaired or replaced, and no more than 64 square feet of roof sheathing is replaced. Tile reroofs, structural repairs and larger sheathing replacements fall outside that exemption. (Clark County Code 22.02.190, Building permit exemptions)
What that means in practice
Read that exemption carefully, because the conditions are cumulative. A straightforward shingle recover with no structural work and minimal sheathing replacement may fall within it. A tile reroof does not, because tile is specifically excluded from the exemption.
Any job that touches structural components, or that replaces more than the stated area of sheathing, falls outside it too. And since nobody knows how much sheathing needs replacing until the covering is off, a job that started exempt can stop being exempt on the second morning.
Reroofing is governed by code either way
A permit exemption is not an exemption from the building code. The work still has to comply:
- Reroofing work in Clark County is governed by Section R908 of the adopted residential code, which sets out what is required when an existing roof covering is recovered or replaced. (Clark County Building and Fire Prevention, adopted residential code)
Which department covers your address
This is the part that catches people out constantly, because a Las Vegas mailing address tells you very little about your permitting authority. Large, central, long-established parts of the valley are unincorporated Clark County townships rather than part of any city.
Broadly: the City of Las Vegas covers the incorporated city including Centennial Hills and much of Summerlin. North Las Vegas, Henderson and Boulder City are each separate incorporated cities with their own building departments. Clark County covers the unincorporated townships, which include Paradise, Winchester, Spring Valley, Enterprise, Sunrise Manor, Whitney, Southern Highlands and Mountain’s Edge, among others.
Summerlin is worth singling out because it genuinely splits: much of it is inside the City of Las Vegas while parts of Summerlin South are unincorporated county. Confirm by parcel, not by community name.
Always confirm, because this changes
- Permit rules differ between unincorporated Clark County, the City of Las Vegas, North Las Vegas, Henderson and Boulder City, and they change. Confirm with the building department that actually serves your address before assuming a job is exempt. (Clark County Building and Fire Prevention)
Why you want the permit pulled
A permit brings an inspection, and an inspection is a second set of eyes on work you cannot see once it is finished and will not test until the monsoon arrives.
Unpermitted work also has a way of surfacing later. It comes up when you sell, it can complicate an insurance claim, and it leaves you rather than the contractor holding the problem.
If a contractor suggests skipping a permit that is required, treat it as a meaningful signal about how they work generally, not just about the paperwork.

Read guideFrequently asked questions
Do I need a permit to replace my roof in Las Vegas?
It depends on the covering, the scope and your exact address. Clark County exempts some roof covering replacement, but specifically not tile, and not where structural components or significant sheathing are involved. Confirm with the department serving your address.
Why is tile treated differently?
Tile is specifically excluded from the county’s roof covering permit exemption, so a tile reroof is more likely to require a permit than an equivalent job in another material.
I have a Las Vegas address. Do I permit through the city?
Not necessarily, and this is the single most common mistake. Many Las Vegas mailing addresses are in unincorporated Clark County townships, which permit through the county. Check your parcel.
Who pulls the permit, me or the contractor?
Normally the licensed contractor, and the contract should say so explicitly. Be cautious if you are asked to pull it yourself as an owner-builder for work a contractor is performing.
What if my roofer says no permit is needed?
They may well be right, since some coverings are exempt. Ask them to tell you which exemption applies and which department they confirmed it with. A contractor who works the area will have a clear answer.
